The reasons for this “underutilised” housing are varied (second or third homes, apartments for sale,
inheritances and other circumstances), as demonstrated by the low revenue from the tax on empty
housing in 2022, only €5,037, the lowest from all existing taxes. This tax is charged on housing that
has been unoccupied without justification for at least two years.
As for public policies adopted to favour access
